J&K sets 3-month deadline for 100% business reform compliance
Atal Dulloo, Chief Secretary of Jammu and Kashmir, on Saturday directed all departments to ensure 100 per cent compliance with business reform measures within the next three months , reaffirming the government’s resolve to fast-track Ease of Doing Business (EoDB ) reforms across the Union Territory.
Chairing a high-level review meeting to assess progress under Phase-II of the reforms, Dulloo also reviewed the District Business Reforms Action Plan (D-BRAP) in a separate session, an official spokesperson said.
The reforms are being implemented under the guidance of the Department for Promotion of Industry and Internal Trade (DPIIT). Key measures include strengthening the online single-window clearance system, ensuring time-bound approvals with deemed clearances, reducing compliance burden by scrapping redundant regulations, simplifying inspections through risk-based mechanisms, digitising land records, streamlining labour law registrations, and establishing effective online grievance redressal systems. Efforts are also focused on faster utility connections and district-level empowerment for quicker clearances.
Emphasising smooth and time-bound implementation, the Chief Secretary called for a comprehensive stakeholders’ conference under the ‘Reduction of Compliance Burden’ initiative. He directed the Industries and Commerce Department to organise the meeting at the earliest to sensitise entrepreneurs, industry representatives and officials about their responsibilities under the revised framework.
Officials said these reforms, when effectively implemented under DPIIT’s guidance, are expected to improve investor confidence, reduce procedural delays and create a more business-friendly ecosystem in Jammu & Kashmir.
